The Federal Emergency Management Agency (FEMA) has identified four disaster management phases: mitigation, preparedness, response, and recovery. Mitigation encompasses actions or measures that can prevent the occurrence of a disaster, determination of the community hazards and risks, and determination of the health resources available to care for the community, especially infants, the elderly, the disabled, and those with chronic health problems. Preparedness encompasses creating, testing, and executing the disaster response plans. Response involves implementing the disaster response plan. Recovery encompasses returning the community back to baseline after a disaster.
