The next priority is the man experiencing tachypnea. Breathing and circulation issues usually take priority over excretory functions. The diarrheal illness is slightly more pressing than the urinary complaints since there may be an issue with fluid status and electrolytes (though perhaps not with a new onset condition). Dysuria is a low priority complaint if urination is still occurring.
