The baby has hypospadias, which occurs when the urethral meatus is located somewhere on the ventral part of the penile shaft. Corrective surgery usually occurs around 6 months to 1 year of age; the foreskin is used to repair the urethra, so circumcision is deferred until surgery. Urinary retention is unlikely given the mild nature of the hypospadias. Reconstructive surgery occurs at 6 months of age, not a couple of weeks old.
